Protect Your Credit Union Debit Cards
6/1/2010
Please oppose inclusion of the Senate-passed interchange provision in the final financial reform bill. This provision will have unintended consequences for credit union members like you and every consumer with a debit card in his or her wallet. It has not been thoroughly studied and does not belong in this bill.
Merchants receive tremendous benefits when they choose to accept debit and credit cards as a form of payment. They are paid immediately, and they do not have to deal with cash or wait for a check to clear. Like electricity or rent, the interchange fee that the merchant pays is a cost of doing business. Government rate controls on interchange reduce the merchants’ responsibility to pay for the benefits received from the card payment system and will drive up costs for credit unions and their members.
Our credit union incurs significant expenses in operating its card payment system. For example, our credit union is responsible for administration costs of the card programs, call centers, and reissuing cards in cases of merchant fraud. Interchange supports these costs. If interchange fees were reduced, this credit union and other small financial institutions would be forced to raise rates and fees for card services. Our credit union might even have to curtail debit and credit card services for members, and that might force you to move your account to a big bank that offers cards at a higher price.
Furthermore, there is no evidence to suggest that merchants would pass along any savings resulting from lower interchange to you the consumers.
This provision offers no real “exemption” or “carve-out” for credit unions; if it were included, merchants and big banks would set rates that would make it impossible for this credit union to compete. In the end, merchants could refuse to accept the credit union debit card you rely on for everyday purchases.
The interchange provision requires a more thorough review and does not belong in this bill. I urge you to oppose its inclusion in the final financial reform bill and hope you will ask conferees to keep this provision out of this bill.
You can oppose this bill by signing the petition in our office, or you can access a pre-written e-mail by using this link http://capwiz.com/cuna/home/ or print and mail the sample letter found in our Forms & Applications area on our Home Page. What's New at the CU?

A New Building!
We’re excited to announce that by fall 2010 your Credit Union will be in a brand new building! Same location – just closer to the road. You’ll notice tarps covering the majority of the parking lot. This is to protect the ground from frost until the digging begins. We apologize for the parking inconvenience during the building process.

Why a new facility? The current building is in need of major repairs and updates. The drive-up area is becoming less and less functional as equipment ages. Continuous sinking of the northwest corner of the structure is causing walls to crack and is creating an increasing gap between floor and walls in some areas. The roof needs repair to keep water from leaking into several areas when it rains - and the list goes on. After receiving price quotes on the repairs, the Board of Directors have deicded that it would be more cost effective to construct a new facility rather than repair the old one.

Why now? Their research supports the fact that the time and the market are right for the build. Using a local architecht, contractor and workers will aslo help stimulate our local economy. Credit Union President Chris Rockweit and the Board of Directors are happy to answer any questions or address any concerns you may have about the building project. We’re excited to bring you a new facility that will serve you effectively and efficiently far into the future and we thank you for your continued trust and support. We’ll keep you posted of the progress!
